You can only be cap-tied in final FIFA tournaments, final confederation tournaments or play more than 3 matches before the age of 21. But you're right, he's gone. I would say no... However, Canada did call up a player in the Dutch 2nd tier. With that being said, they play different positions. Perhaps he would have had a look over a player such as Shaffelburg.
