Yes, it's definitely not games. They have said that games will start in September. I believe they have also said that they will announce the format and possibly the schedule in March, so it's good to see a specific date for that!

Tier 1 - 2 of four
Tier 2 - 4 of four
Tier 3 - 2 of four and 2 of five

Top 4 in tier one have play-off for the title. Bottom 4 of tier one religation play-offs. So on so forth for the other tiers. I don't see groups of 3 at all TBH because it doesn't create enough games in the group stage even with play-offs. If the goal is to get everyone games then groups of 3 produce too few. The only exception would be for tier 3 where you have a lot of poorer nations who might be better off financially with only 4 groups stage games (6 groups of 3, then 2 groups of 3, top 4 get promoted). Fully agree on seeding

I know a few sources have said it's excepted in fall/September prior but recall no FA saying so themselves or outlet being this confident.

Says that the 6 hex teams will be exempt from preliminary matches taking place between September 2018 and March 2019. 

The competition proper would begin in August 2019.  This is significant because it is after the official preliminary draw for 2022 World Cup qualifying.  This makes it conceivable that the nations league can double as world cup qualifying.

If the league of Nations were somehow integrated with WCQs, I think it would be fair to allow the teams in the lower divisions a shot at qualifying too. If it were just the top division contesting for those spots I would not agree with the integration at all
