L1O starts next year with pro/rel, but they have 22 teams. L1Q only has 12 clubs. and they're using teams in LESQ as a pre-entrance for L1Q. For example, AS Chanaudiere-Ouest joined the women's PLSQ last year, but not the men's because the league declined their application and told them to prove themselves in LESQ (AAA) first because they their men hadn't played there in the last few years. So the LSEQ is basically a "D4 training level" for clubs before they get approved for pro-rel. Before pro/rel can be instituted the league needs to have stable participation without teams regularly leaving the league. 2023 is the first PLSQ/L1Q season since 2013 where a team from the prior season didn't leave (also the first season without an expansion team). How could the league possibly introduce pro/rel until stability occurs and there aren't regular withdrawals from the league.
