A Canadian, Emery Welshman of Mississauga, has just signed with Portland Timbers U-23s. Is that a pro contract or what exactly is this?

"Welshman (Mississauga, Ontario) embarks on his first season with the Timbers U-23s after a standout junior season at Oregon State University in 2011. In 18 games, Welshman, 21, recorded three goals and a team-high seven assists, earning All-Pac-12 first-team honors. He became just the fifth Beavers player to garner all-conference first-team honors. Welshman transferred to Oregon State after two seasons at Siena College, where he compiled 18 goals and six assists in 35 games from 2009-10. He was named the Metro Atlantic Athletic Conference Offensive Player of the Year and ranked among the nation's scoring leaders in points per game (1.81) and goals per game (0.81) as a sophomore in 2010."

Does this mean that Portland has first right of refusal for him prior to entering the MLS draft?

I think Welshman may be too old for that to apply but MLS rules are spectacularly weird in that regard. It seems like it can go either way depending on what side of the bed Don Garber woke up on. I'm just not sure.

Sam Piette just said via twitter that he was on his way to Germany, any idea where/ why?

I suspect Fortuna Duesseldorf - had a brief trial there in March and might be heading back.

Another Canadian signed up for Timber U23s - keeper Justin Baarts of Surrey:

"Baarts (Surrey, B.C.) established himself as the starting goalkeeper for the University of Portland in 2011, starting all 20 games during the season and recording 11 wins and three shutouts. He made his collegiate debut during the Pilots' 2009 NCAA tournament run, in which the team reached the third round. Baarts, 21, competed on British Columbia provincial teams at the U-13 to U-16 levels and was a member of the Canadian U-15 National Team player pool in 2006."

Lucas Cavallini was on RNO and said he just signed a pro contract last week and is playing with Nacional's reserve side, he expects to make his first team debut any day before the end of the season.

Just to add to that, I think he has already been named in the squad for Nacional matches judging by his twitter
