whats the real importance of CSL for canadian soccer?

Most of the clubs dont lasts more than two seasons, dont reveal anyone to play in canpl level and think their main clubs (Serbian White Eagles & York Region Shooters) should join League1 Ontario asap

This is the sketchy league. Has a bunch of Eastern European ex-pros. It had all the match fixing allegations a few years ago. It still has betting on it, so honestly could still be a thing. 

The teams who left for L1O for this league all left immediately after the desanctioning and allegations (FC London, Windsor Stars (Windsor TFC), Toronto FC Academy, St. Catharines Roma Wolves). None of the teams left will be allowed into League1 Ontario. League1 Ontario is a legit, non-corrupt league. Why would they accept teams who willingly participated and continued to participate in a league with multiple corruption scandals.

but still it has some important clubs for canadian soccer inside there !!!

There's not much the CSA can actually do because doing that wouldn't stand up to legal challenge by all accounts. Playing in the unsanctioned CSL didn't subsequently stop Terry Dunfield from becoming a Onesoccer colour commentator and TFC Academy coach.
