I think Chile is just spinning their wheels going to the Court of Arbitration for Sport.  Should the Court judge rule against Ecuador and Castillo, Fifa can just ignore the rule and stick with the makeup of teams as already scheduled.

What needs to happen in the future is that Fifa should no longer rely of passports since passports is solely a travel document not a primary document of proof of citizenship.

The resolution by Court of Arbitration for Sport regarding the case of the Colombian player Castillo appealed by Chile is expected tomorrow November 7.  I think that whichever the resolution ended up being, that Fifa will not change anything.  Last minute changes of participating countries and number of countries would be total chaos.

Exactly.  And the fine of $100,000 to Ecuador is laughable considering the minimum $9 million they receive from FIFA for just participating.  Could be more if they advance from group stage.

So, they broke the rules or not?  If they fielded an ineligible player then isn't it pretty cut an dry?  Love how FIFA just makes it up as they go along!  Remember when Mexico was actually banned from world cups!?  Imagine that happening!

So Swiss courts ratified earlier sanctions against Ecuador.  They loose 3 points towards classification to the next World Cup and have to pay 100 thousand francs fine.  The is no further recourse available for Ecuador.  This comes just 10 days before Chile meets Ecuador for a qualifying round.
