Most L1O teams are actually amateur to protect NCAA eligibilities, so it's never been fully clear to me what the huge difference from leagues like the AMSL, PCSL and VMSL is supposed to be.

It's standard-based, so the league imposes standards for stadium, budget, maybe age-restrictions and so-on.

So what we know of academies so far.

Atletico Ottawa - no academy teams, but have partnerships with several your clubs to identify talent.

Cavalry - apparently has an affiliation with Calgary Foothills, but there isn’t any document of this.

Forge  - apparently has an affiliation with Sigma FC, but there isn’t anything document of this.

HFX Wanderers - no academy, but has a U23 team local all star team.

Pacific - hybrid partnership with Van Isle Wave.

Valour - plans to launch an academy team.

York United - academy ages 13, 14 & 17

Valour 'technically' have an academy side. Their High Performance squad is an u18 side that will, over time, evolve into an academy operation. They play friendlies against MMSL sides as they are not yet in a league (although I believe that is in the works). There are links with at least 5 local sides through which players train regularly with the high performance squad and some have even gone on to train with the senior side.

Unfortunately, no. This was from an email conversation with the manager of communications and social media regarding questions that I planned to ask at Valour's Town Hall event but I was unable to attend.

There is a link regarding the partnership with other youth teams in Winnipeg that I should be able to locate though.

This link explains it.

But doesn't really say there is an academy team, but a partnership that better helps to identify the "best" players.

As I mentioned in a previous comment, There is currently an u18 side that will develop into an academy over time. Players from the 5 teams in that link train with and play for the u18 side and a few have gone on to train with the senior side (Jacob Tsai being one). This information was in an email conversation with the manager of Communication and Social Media after I was unable to attend valour's Town Hall event.

This is the link on the website. The "high performance" link is dated for sure but Valour is doing a number of multiple-month skill building camps across multiple ages. I'm sure they use these to get a sense of some of the talent out there and make connections with the soccer youth in the community. My 11 year old nephew attended a 5 day summer camp and trained with coaches, players and a few of Valour's "high performance" players. It's a start🤷‍♂️

The dated link was the reason I wanted to ask the question at the Town Hall event. The website is somewhat neglected, which is annoying.
