Joe Concacaf
Nope. Actually, I just realized that there are two players who have done this.

Gian-Luca
I'm thinking that it is a Mexican midfielder from the 1994 & 98 World Cups, who's name escapes me (I obviously need to sharpen up my memory) but it could be Garcia Aspe.
Free kick
Could it be Ortega ( Arg)?, in that WC game versus Holland where Berkamp scored that late winner to take it 2-1. Ortega was sent off in that match in taht bumping incident with the dutch keeper. I also thought that Argentina missed a PK in that game.
Gian-Luca
I don't believe Argentina missed a penalty in that game. I would point out that the original post said nothing about the red card & the missed penalty being in the same match.
beachesl
Ortega is one of the answers then, because he was redcarded in the QF against Holland in France in 1998 in the 87', and he missed a penalty kick in the Group game against Sweden in the 88' (save by Hedman) in Japan in 2002. beachesl
The other answer is Brazil's Garrincha, sent off (in the SF against Chile) and missed penalty (66', save by England's Springet in Q-F) in different matches in 1962, Chile WC. He was very successful, however, tying the scoring lead at the Chile WC with 4 to lead Brazil to its second WC Championship.
Joe Concacaf
Well, I don't know about Garrincha, I have the Complete Book of the World Cup by Cris Freddi and there's no mention of him missing against England. Besides Ortega, the other player I was thinking of was Carlos Caszely of Chile. He was sent off against West Germany in 1974 and missed a penalty against Austria in 1982. Well, maybe Freddie was not as Complete as he should have been.
