If you are a political exile, I believe it is possible to appeal to FIFA for exemption on a humanitarian basis if it can be demonstrated that returning to your country would result in unjust imprisonment, torture, and/or death. That argument really doesn't fly when talking about Cuban defectors - I think the CSA tried it with Eduardo Sebrango.
