What is an allocation?

I've been pretending to know what is going on, but now I've got to stop before it gets too late. Is there somewhere that I can read about the MLS rules? What is an allocation? Is it cap space? If someone could help me out, that'd be great.

An allocation is league money outside of the salary cap that can be used for transfers, signing bonuses, etc.

There are two types of allocations, major ($300,000US) and minor ($100,000-$200,000US). Allocations can be accumulated, split, and pooled as teams see fit.

Toronto FC currently has $1.35 million of allocation money stocked up.

Awesome, but what can they do with that money? Is that money that they can spend on wages above and beyond the salary cap?

Or do they use that money to get a new player that signs with MLS?
