Based on the fact that they should win the toughest group of all, I'd have to agree. I mean, Romania will probably finish 4th! They would win England's group! The last game of the round won't be played in Sarajevo but in Zenica, where Bosnia has never lost a single point... Turns out UEFA is going with no seeding for the playoffs. All teams will be drawn from the same pot, so we could theoretically end up with something like Spain vs. Netherlands and Wales vs. Iceland. They have also announced that there will be four seeded teams to head the four groups at the final tournament. Hosts Portugal and defending-champions France are the two seeded teams so far.
