Raven
I like this idea, cup competitions would get more prestige around europe, and it would give the "lesser" teams to play in the Champions League. It shouldn't upset the EPL too much, since most of the recent FA Cup winners have been the the big 4 (MAN, Chel, TOT, ARS) http://www.sportsnet.ca/soccer/article.jsp?content=20070329_133755_4000

The Champions League does not cater to the type of audience that wants to watch "lesser" teams. And cup runs are as much about luck as they are about skill. Thus I don't think cup winners (or finalists) belong in the champions league. I think it would actually have a counter-productive effect in UEFA's aim to increase parity. What you'll end-up seeing is the top 3 in all the top leagues have an even easier ride to the latter knockout stages than they already do.
amacpher
Here's a more realistic idea -> It would mean, essentially, the rebirth of the Cup Winners' Cup. And the winner of which would gain entry to the Champions League. This is feasible, sincec they could hold this "cup winners" tournament at the same time as when the 3 qualifying rounds of the CL are being played (ie. in August). http://news.bbc.co.uk/sport2/hi/football/europe/6507131.stm
