Some time ago I watched this documentary about pollution. It noted that in Canada we have a maximum level of exposure to airborne lead an employee can be exposed to for 1 hour per year.

Mexico city apparently exceeded this level for more than 200 days straight.

Seems like a straight up violation of working standards to me.

They probably know that, since nothing has been done yet they'll just use it to their advantage.
