It's mainly counts the size of the city or the amount of people that try-out. Just say a team keeps about 15 or so on the team and 25 people try out you can not have a B team. Plus even if there is 35 people trying out they would have to find anther coach to coach the team. Luckly i didnt get cut from my team ;)

Really does matter on the size of the club. I'm on the board of directors for the Scarborough Blizzard (Youth Soccer). We not only have Rep teams, we have All-Star teams made up of top players from our house-league teams. We do also have more than 1 Rep team in situations where the numbers of tryouts justify having it.
