ray
UEFA has a major competition for U21 national youth teams. However, for the World Youth Championship (U20) they would have to use U20 players.

JG
The European U-21 is equal to what we would call U-23. The players have to be 21 or under at the *start* of qualifying. The birthdate cutoff for the currentr UEFA U-21 championship is 1/1/81.
