Your comparing a new league that has one season under its belt to a 25 year old league, poor comparison.
Compare MLS year one salaries and add inflation, they started with very low salaries like CPL in order to be sustainable and build up over time. CPL will do the same and salaries for it in 25 years will be much different.

The USSF doesn't have a D4 either, only 1,2,3. Everyone calls USL League Two as D4, but it's technically not ranked as that, totally unofficial.

A "Western Amateur League (Canadian National League)" is not Div II.

I'm not an epidemiologist by any means, but I would *think* it makes the most sense to have restrictions loosen bit by bit rather than all at once - and only as certain first/second dose vaccination milestones and COVID case benchmarks are reached. Trying to keep everything tight as a drum probably won't work as people will get lax through the summer, but lifting everything too quickly would just set us up for yet another wave/lockdown before we're completely out of the woods.
We're going to meet our vaccination targets little by little, so I think the extent to which restrictions are lifted should match that.

Not very long ago, less than a decade, there were MLS players who were on below subsistence salaries, living in cities other than their own. Players who could not make ends meet on an MLS salary. I mean basic, pay the bills, eat, transport.
    I heard this from source.
As long as we solve the base salary question, as long as there is a minimum that is acceptable, then I am fine with things building from there.

My point is more for the people who clamor for fringe MLS and USL Canadians to come to the CPL and why that probably won't happen much.
    I agree with your assessment.

Cases going to zero and staying there is a fantasy.

Until it has sanctioning or backing from the CSA it will be the Western Amateur (Hour) League.  There’s no D1/2/3/4 without getting officially sanctioned.
Maybe the Alberta Soccer Association sanction it as a D3 or D4 league.

Not sure about the rest of Canada, but in BC I would guess the one's that won't take the vaccine to be about 25-30% in the end.
At my workplace there's been a mad dash to get the shot in the last week and most have the first one already or are getting it this week. The one's that aren't interested and won't get it are about 20% of the employees.

This should be a Prairies League 1 at D3 level.
Let CSB buy it later like they most likely do with BC League one and PLSQ eventually and let them launch D2.
I can't see the CSA sanctioning them to D2 with the model that they are proposing.

I may be crazy here, but as I understand that L1O and PLSQ are semi-pro (and I believe BCL1 is going that route is well) . . . how the hell would an amateur league get sanctioning as Div II if these other leagues are only Div III?

Honestly, I feel like this whole Div II thing is being rushed - and it just doesn't look good. I'd much rather wait and let the Div III leagues build a better foundation/better coverage nation-wide before we get into creating some kind of Div II. And while I get the rationale of having exhibition games to gauge interest/drum up investors, I'd have a hard time trying toget excited about an entire tournament done this way.

I know a lot of die-hards are convinced that Canada should have Div I, II and III with prol/rel PDQ, but I just don't think this kind of thing can be rushed.

That has been my best presumption as well, but the Canucks still managed to have something like 25 COVID cases in their team and then they can get back into it when they are better. Do we think the CPL teams will have worse outbreaks than that?

Unless you can get fans back in the stadiums (and that's going to be a decision that varies by province), I'm not sure there's a big difference between a short term bubble and playing in your own stadium.

I mean... Liga MX just bagged Thauvin. Top clubs outspend MLS by a lot. There's value for Euro guys to join clubs dominating in Champions League and play the best at CWC, MLS doesn’t offer that quite yet. MLS might surpass MX eventually but I don't buy it in the short term... Medium term at best.
I agree with Spurs CPL becoming top 3 happens within 5 years.
Those CCL berth guaranteeing home games with Liga MX and MLS clubs while being on big time TV in places like Azteca, Monterrey or New York will drive up interest in CPL and revenue.
Salary goes up, better venues (Look at Pacific foresight) and the league wanting Saskatoon type of venues from the get go...
I see it happen. Our growth will be fast

From what I've heard re the hydro pole, until the existing stands are consistently filled (Pacific FC averaged roughly 3k per game in 2019 in the 6K capacity Westhills Stadium) and there's a need for the new grandstand on the pole side, it won't be moved.

The BC Lions have had their training facility in Surrey for years, you can see it from the Skytrain. And here is a stop just two blocks away, Gateway.
If the Lions were to leave that location it would be idea for a stadium.
The indoor arena is projected for there or Surrey Centre, just south. If it goes to the centre, and they conceive a stadium at the Lions facility, they are set.
Surrey is not just a good location because of population growth, it is also a strong soccer community.
