Watching games like this I wind up wondering whether Halifax are spending closer to the floor than the cap. If it's the latter, they definitely didn't get bang for their buck because there's an obvious gap in quality between the two teams that signing Sean Rea courtesy of Ottawa being maxed out on cap space didn't do much to address.
