Being built by the company of Real Madrid president Florentino Pérez, ACS (think through their US affiliate, Turner). ACS is one of the largest construction companies in the world, it is not necessarily that surprising to be honest. They are also doing new stadiums for the Tenessee Titans and the Buffalo Bills. In Canada, they are doing student housing for the rebranded University of the Fraser Valley, for example.
