His option has been declined by CF Montreal.

How much do you think of his salary was paid by Ottawa and how much was paid by Montreal?

Do you think he would sign directly for Ottawa again at a lower wage or try his luck outside the CanPL?

I don't think he's neccesarily stood out at the CPL level yet, but few do during seasons where they were mostly 17/18.  He's only 19 now, and has a great deal of skill.

If he can find a level above CPL where he is still considered a "prospect" but is put in the conversation for some first team minutes (which Montreal never afforded him), I think it would be a good challenge. Another MLS side or maybe a Scandinavian first division. This is not to say he's too good for the CPL, but rather that I think he is talented enough to maintain a higher ambition.
