It’s not 30% of all minutes available though. Round 1 is 7 games, so 250/630 ~ just under 40% but that would be the % of time one U21 player would play to satisfy the team requirement. Divide by 11 ~ about 3.5% of all Round 1 minutes per team’s total player minutes must go to U21 players. Or, put another way, if three U21s get one full game each, the requirement is met. I could see FC Edmonton or HFX getting through ahead of Pacific but they both have Forge and Cavalry in their first 3 games so I think they will be working from behind in the last four matches.
