Also noting an unsubstantiated rumour that Victoria Highlanders have dropped their USL2 team this year, with the intention of launching in L1BC in 2021... Not sure how much there is to that rumour though, especially as it's via reddit: No word on TSS FC Rovers, who are not part of PCSL.
