Does this mean the cap is $8,490,000 in 2020 or cap plus GAM plus TAM?

Pedantry alert: There's no actual salary cap in MLS, it's a salary budget. $8.4 million is what every team will have available to spend in 2020, with TAM ($2.8 million) and DPs (unlimited) pushing that number upwards. Note that TAM and DP spending comes directly from the individual teams, while the salary budget comes from the league.

MLS to Nashville always seemed like an odd move, skipping ahead of other cities that seemed more prepared.  The new mayor of Nashville refusing to move forward with the stadium project is quite the development.

Nashville and Charlotte are great expansion cities for MLS. Fills out the South and the youth soccer programs in the Carolinas and Tenessee are ridiculously full of talent. Austin will be Atlanta level successful but right below that will be Nashville.

Any info on how Jay Chapman and Dave Norman, Jr., are doing with Miami?

Chapman apparently set up the game winner for Miami in their final pre-season match - against USL competition mind you and I think with most of the projected Miami starters absent:
