Cost is the big issue with friendlies but, like I mentioned before, tours might be helpful in luring mid-sized clubs. One of the biggest advantages CPL has is that it's opening up the Canadian market for soccer and clubs looking to make a dent in the wealthy emerging soccer markets (Canada, The US, Australia, China, India) might see CPL as an appealing option to break into one like Macron did. Someone like Bordeaux or PAOK might see taking a smaller fee or gate to pay in front of 13,000 people between Halifax and Edmonton as a worthwhile move.

That said an All-Star would def be a less costly option to generate press. Likely smaller gate.

100% - we should be doing a Community Shield type match every year.  The more competitive matches with MLS teams the better.

Just couple of hypothetical questions to your proposal:

How is that plan going to work if Pacific FC wins the CPL championship and the VCup?

Or, suppose the Whitecaps FC defeat Pacific FC in the VCup final, and Pacific FC ends up winning the CPL championship. Why would the Whitecaps FC want to play Pacific FC a second time?

From a cost point of view, how about doing a CPL champ vs Canadian U20 team?

Question 1: They play the runner-up of one of the competitions

Question 2: Game is played during the following seasons (2019 champs play each other in 2020) so it isn't a fresh rematch

1. I think you meant "when Pacific FC wins..."

2. PFC will knock the Caps out in round three (this year). ;)
