I have no idea what that could possibly mean. What do you think makes it look like the right decision? Does that mean they are losing games? Does that mean they are winning games? Does that mean they are drawing games? Does that mean that they've already identified a new player from the academy as being ready for the first team? Or does it mean they were able to scout and poach someone from a different team?

If you look at their results thus far, they seem to be struggling is USSDA much more than they had in L1O.

I think that if L1O split their division in half and had pro rel this wouldn't be the case, but too many bottom table teams tend to get blown out

Quality of competition is just one factor though. For example, if TFC had always been in USSDA they probably never would have gotten Jonathan Osorio or Raheem Edwards (and maybe Ryan Telfer?). They recruited Osorio and Edwards after seeing them play against TFC academy teams. I believe Osorio played for a team in the CSL that the academy played in before L1O existed, and Edwards played for ANB Futbol in L1O and impressed TFC.

Now playing in USSDA I imagine it will be harder for them to recruit from competing teams, and of course from a CMNT point of view those players would likely not be Canadian.

Another thing is that if quality of competition is important for developing players, the fact that TFC is removing themselves from competition in Ontario, means they are hurting the development of Ontario players. A rising tide lifts all boats. Since they are drawing their players from Ontario, it's in their best interest for the level of play in Ontario to improve. And as I illustrated above, it directly benefits TFC when their local opponents are good.
