I imagine in part because of League 1 Ontario, but also when UWS first started two teams from Quebec wanted to join (Laval Cometes and Quebec Dynamo, both former W-League teams) and Canada Soccer wouldn't approve it (despite the fact that at the time this basically left these two teams with nowhere to play), so they'd probably tell Ontario teams to stay in Ontario where there's already a women's league. https://www.lesoleil.com/sports/le-dynamo-ne-pourra-joindre-launited-women-soccer-d6a3d0ed09753a09c6247000300c46a9

You say at the time it left the Quebec teams without a place to play. Has that changed now? I don't know much about women's soccer leagues, has PLSQ started a women's division yet? Or is there otherwise a top provincial league in Quebec?

PLSQ has a women's division this year.

PLSQ women's division is starting this year  - 5 teams, first games are this Sunday, runs until mid-August iirc.

- Jessie Jones is  an 18 year old  English midfielder playing for Yeovil Town in the FA WSL ( the top women's league in England ). Yeovil Town  this season  have been  awful and currently sitting last in  FA WSL, but in Jone's last match with Yeovil ( 3 weeks ago )  she  played 90 minutes in a 0 - 0 draw against  Arsenal Women (  Arsenal women  are  a full-time professional side stacked world class quality who are in a tight race for the league title or that second place  spot which would  secure a  berth in UWCL )
