CRIMINAL NEGLIGENCE

The window period for damage control is rapidly drawing to a close. Several points to consider when building a case against the CSA's negligence include the following:

A pitch invasion (known as a field invasion, rushing the field or storming the field in the United States) occurs when an individual or a crowd of people watching a sporting event run onto the playing area to celebrate or protest an incident. Pitch invasions may involve individual people or capacity crowds.

These (FIFA) regulations contain the minimum safety and security measures that
event organisers and stadium authorities must take to ensure safety, security
and order at the stadium.

1. The host associations of FIFA events shall apply these regulations (including
qualifying and final competition matches) when these events are under the
direct administration of FIFA.

4. These regulations constitute the minimum requirements; however, when
the respective association’s or confederation’s safety and security provisions
are stricter or more exhaustive than some or all of the principles established
hereinafter, those safety and security provisions shall prevail.

1. Associations are responsible for appointing an occupationally competent
national security officer, as defined hereinafter.

1. The stadium security offi cer is responsible for the production of risk
assessments for all matches including any ancillary activities, such as opening
or award ceremonies. Input should be provided by local and, when required,
national authorities and all relevant emergency services, such as fi re, civil
emergency and ambulance services.

2. The risk assessment should consist of the following steps, all of which should
be documented:

a) Identify the risks to which spectators, VIPs/VVIPs, players and/or offi cials
or any other person present at the stadium may be exposed.

i) The expected attendance.

k) Expected behaviour of spectators, including the likelihood of pitch
invasion, violence or standing in seated areas.

1. The stadium security officer is responsible for overseeing and retaining all
safety and security records for each match. These should include:

l) Details of any arrests made at the stadium and/or evictions of spectators.

2. All documents must be held for a minimum of two years after a match, or
longer if mandated under the applicable laws of the host nation. Such records
shall be made available for inspection by FIFA on reasonable request.

e) If there is a high risk of pitch invasion or crowd disorder, consideration
should be given to allow police officers and/or stewards to occupy the
front rows of seats in the stadium if it is considered necessary to increase
the overall presence and capability. If this approach is to be adopted, care
should be taken to ensure that those seats occupied by police offi cers
and/or stewards are not sold to the public.

2. The field of play must be protected against intrusion by unauthorised persons.
Where unauthorised access cannot be controlled by stewards and/or
police officers, stadium management may erect a fence, a suitable moat that
prevents intrusion, or a combination of the two. Barbed or razor wire shall not be
used. Where a physical barrier or fence is used, spectator lines of sight must be
taken into consideration. The decision as to whether to have a physical barrier and
if so, what type of barrier, shall be considered in a formal risk assessment and the
use of such barriers must not present a risk or danger to spectators or players.

EDIT: Okay, went back and read it now in case the board keeps me longer for due diligence. I liked your letter a lot, the idea that you felt comfortable transitioning into a preteen girl was the best part!

What's criminal is the fact that it happened repeatedly.  There were sufficient time intervals between the first and subsequent invasions to take preventative action, however, nothing was done.  With television crews and 54,798 video-recording devices present there is ample evidence substantiating this fact. Yet Mr. Montagliani continues to remain silent of the matter.

Kinda condescending to suggest a "poor guy" like Robert needs protection from my light-hearted sarcasm, don't you think? I'm sure that after all his years on this board posting 4,000 different creative variations on the same theme, he can handle it.

I was actually going with early 20's female, quirky yet protective of her uncle.

Robert, you are a national treasure for the service that you've done for Canadian soccer and it is a travesty that a statue of you has not been built in front of every major soccer stadium in this country.  Once again, you've saved us from an international embarrassment.  I now put you right up there with Superman and Batman (except when they fight each other, such a shame).

If you haven't heard, at Azteca we spent the entire match in a Canadian-only section surrounded by a regiment of armoured riot police, were escorted out inmediately after the final whistle by a force strong enough to occupy Belize, and got a ride back to our hotel in an armoured van with a police motorcade travelling at extremely high speed.

Funny how it takes a presidential republic to teach us CROWN CONTROL.

Lord Bob you forgot to say Auxilliray Police, some of whom had lips so red in contrast to baby blue helmets, it took a few Voyageurs breath away.

The truth is as long as CSA staff never travel as spectators to away games they will never know how to properly organize stadium security.

Given poor staff training the CSA organizing of games is negligent, the criminal level is left to the Crown Attorney in Vancouver.

FIFA. Will deal with things internally, and hopefully in public and open manner.

Mexico City police were professional and friendly and fully prepared for any necessary crowd control issues, tell me the last time fans chanted Thanks CSA over and over....yet the Voyageurs bus was filled by "Gracias Policies" at top voice over and over.

My name is Robert and I live in Vancouver, Canada.  I write to you because I have grave concerns with regard to the personal safety of your players, the El Salvador delegation and its supporters, who will travel to Canada for the September 6, 2016 World Cup qualifying match.

 

The reason for my fear stems from Canada’s last home match against Mexico, at BC Place Stadium, in Vancouver, on March 25, 2016, when there were repeated pitch invasions during the second half.  The inept security provided by the Canadian Soccer Association did absolutely nothing to prevent these potentially deadly incidents from occurring.

 

Since the match, Mr. Victor Montagliani, president of the CSA, has failed to acknowledge that there was a serious security problem, despite ample video evidence to the contrary, and has given no assurances that these unacceptable acts will not happen again when Canada hosts El Salvador in September.

 

Mr. Montagliani’s arrogance in remaining silent on this extremely important matter for the past five days goes contrary to everything Canadians believe in, that we have the right and duty to ensure that we live in a safe society, where all human life is valued and protected.

 

If I may, I suggest that you contact the appropriate FIFA authorities immediately and bring this matter to their attention, if the referee of this match has not done so already, and request that for reasons of personal safety this match must be played behind close doors as the CSA is unable to deliver the proper security required.

 

As much as it pains me to give your national team any advantage at the expense of the Canadian team, playing behind closed doors instead of 55,000 supporters would definitely enhance your chances to qualify for next year’s Hex, especially if Canada manages to get a draw in Honduras four days prior to our match, it is the right thing to do.

 

It is a sad state of affairs that Mr. Montagliani is unwilling to assume full responsibility for his mistake and offer assurances that he will do everything within his power to make sure this form of criminal negligence does not happen again.

Anywho, I've had enough of the Mt. Vic shit show.  A two goal loss in Honduras will put us at a 7-goal disadvantage AGAIN.  I'm gonna take Joe's advice and focus on my book instead.  For those who continue to support Mr. Montagliani, you'll get exactly what you deserve
