Would there ever be a scenario where FIFA and CONCACAF would help the CSA set up a national league?

Would there ever be a scenario where FIFA and CONCACAF would help the CSA set up a national league? Ten to 12 clubs will form this league along with a second division. Fifa also directed that all football clubs become direct members of the PFF. The CSA would revolt if FIFA made them allow all clubs to be members, the current "reform movement" would change substantially with direct elections, not going to happen here unless FIFA steps in ... ( not likely as we are not as important as the Phillipines in terms of soccer ).
Greatest Cockney Rip Off
not likely as we are not as important as the Phillipines in terms of soccer . well the PFF is older than the CSA and produced Barcelona's all time leading scorer in all matches. But damn, selling the Philippines have another go at a national league makes me jealous.

They were also a founding member of the Asian Football Confederation which was founded in Manila. It is surprising that soccer has never grown in Phillipines given some of their history but it would seem to be a country with a lot of potential for growth in the sport. While they do not have a national league they do have a professional league with 2 division in Metro Manila whose population is anywhere from 11 to 25 million depending on where you draw the boundaries of the metro area. The Barcelona player you are referring to, Paulino Alcántara, was Filipino but he moved to Spain at age 3. At the age of 20 having already played for Barcelona for several years he returned to the Phillipines for 2 years. Afterwards he returned to Spain becoming one of Barca's greatest players. He retired at age 31 to become a doctor. It is a pretty nice story until one gets to the part of his involvement with facist parties, the Spanish revolution and the Franco regime. It's because of colonization. Before the Americans took control of the Philippines in the early 20th century they were colonized by the Spanish for hundreds of years (I am sure everyone already knew this). Most Filipinos spoke Spanish, had Spanish surnames and were influence by Spanish culture (ie football). When the Americans came in, everyone started learning English and start being influenced by American culture. Football got put to the side and eventually basketball became the major sport, and still is today. I think the NBA is going there next year for some games. There are basketball courts everywhere, which is funny because the population isn't very tall. In the past few years there has been a real push to market the Filipino Nation Team and it is making a bit of a dent in the population. Although a lot of the team is made up mostly by foreigners with a Filipino parent you are starting to see some young kids from the Philippines go abroad to train with European clubs. Former TFC draft pick Demitrius Omphroy has even played for them. I know all about Alcántara. They are trying to build a national football stadium named after him in the Philippines. There is an autobiography he wrote about he playing days that came out in the '30s that I'd like to track down for my wife (who is Filipino, hence my interest in all of this). And least 'ye no forget it! You also won a Olympic Gold Medal Soccer in 1904. You Canadians are too willing to readily give away hard earn If dubiously granted honors. If that had been the Aussies they have been pushing down the Throats of the Pommes since before Gallipoli!
