Trillium
http://www.dynamotheory.com/2012/1/19/2718912/roster-rules-101-allocation-designated-players-discovery-and-home Designated Player Rules Each MLS team is allowed to acquire up to three players under the designated player (DP) rule. These players salaries exceed their salary cap limits and the club is required to handle the compensation above the league maximum amount that hits the cap. Teams can use their DP slots to sign players new to MLS or retain a current player (with league approval). A DP's salary in 2012 will cost $350,000* against a team's salary cap, unless the player signs in the summer transfer window, in which case the salary cap hit is $167,500 (2011 amount). These amounts are subject to change as the salary cap changes season to season. Any amount paid to a DP beyond the $350k cap hit is completely up to them, but they are solely responsible for funding the additional money. A team is given two DP slots automatically and can purchase a third from the league for a one-time low, low price of $250,000. That money is re-distributed between all other teams in the league who don't have three DPs on their roster. Call it a "Robin Hood" tax. In addition, MLS added a Youth Designated Player initiative to encourage teams to invest in younger talent (23 and under), rather than just the aging "big named" superstar. The rules are essentially the same, but how these signings hit the cap is different. If the player is under 20, the cap hit is only $150,000. If the player is 21-23, the cap hit is $200,000. There's one more cool element to this. If you sign an under-23 player as your third DP, you don't have to pay the $250k tax. Nice right? By the way, Designated Player slots are not tradable and teams are under no obligation to use any of their allotted slots. It's an entirely optional system. Interesting rules about signing a young DP as your third DP, you get a 350k salary cap hit, but you may well be signing a huge draw as a young player you can later sell on, ( and avoid the 250K tax ), you have to wonder if TFC or Montreal should be looking a young international DP's versus older guys when its the third one they want. jpg75
Pretty sure the cap hit in 2012 was dropped to 335K - if you double the 167,500 figure quoted for half a season it equals 335K.

jpg75
My mistake, it was in 2011 the cap hit was 335K...so the half season hit is incorrect in the article trillium posted - should be 175K... http://www.mlssoccer.com/2011-mls-roster-rules
madmonte
I think if MLS is serious about becoming one of the top ten leagues in the world by 2023 (which I believe they said at the draft) then eventually they will have to look for another solution moving forward. The DP solution will become very, very antiquated if trying to become such a high profile league. I definitely understand why they do it. They need to keep this from becoming a league of "haves" and "have nots" otherwise you are only strongly going to develop fans in a few cities. They need to develop fan bases country wide with local interest. I don't think they are yet ready to make a switch, though, but maybe by 2023 they will be? I don't think there is going to be a problem ensuring that the quality of players in the league will increase every year. The biggest issue is marketing and whether MLS and the teams can attract big enough TV sponsorship money to reinvest and grow the league with. And I think considering how well the league has been doing lately with sponsorships and general increase in exposure of MLS and soccer in North America, I don't think it will be a problem attracting decent TV deal by 2023. Once the league gets to a certain level, they will have to pay more than just 3 players more than 300k. At least if serious about being a top ten league worldwide. Otherwise, if putting out quality players, other leagues will still the 4th, 5th best paid players on teams and pay them more than what MLS offers. They would, in that case, be a total feeder league.
