Two were Canadian (Edmonton and Montreal) and one was Puerto Rico: http://en.wikipedia.org/wiki/2011_North_American_Soccer_League_season That suggests that Puerto Rico already count as American. That would require another 5 teams from the US to step forward. So far I know of Cosmos and a club in Virginia joining in 2014. We know Ottawa are joining and it's still expected Hamilton will be in. It suggests that the USSF made an exception just like they previously made exceptions for other stated criteria.
