Basically, FIFA insists that games that might impact other games be played at the same time. If Panama wins tonight, then the result of their game with Cuba next week will not impact on either Canada or Honduras. Cuba is unable to have host their game in the evening (lighting not good enough I think?) but the daytime start is a hardship for Honduras as the potential spectators are at work. Therefore, their game will be held in the evening if doing so does not give rise to the possibility of collusion (e.g. Canada and Honduras playing to a leisurely draw and both qualifying at Panama's expense).
