OVERVIEW

BC Place is the Province's gathering place for major world class events and celebrations.

This venue hosts special events, CFL professional football, concerts, banquets, amateur

sports and the Province's largest trade and consumer shows. BC Place is the world's

largest air supported domed stadium, and contains 60,000 seats and 23,000 square meters

(247,000 square feet) of exhibit space. BC Place is occupied for 200 event days per year

and is an important generator of economic, cultural and community benefit. BC Place proudly

hosted the Opening and Closing Ceremonies of the 2010 Olympic Winter Games, nightly awards

ceremonies and cultural events, as well as the Opening Ceremonies of the Paralympic

Games.

PavCo is a company under the Business Corporations Act (British Columbia), and is wholly

owned by the Province. PavCo is responsible to the Minister of Tourism, Trade and

Investment through a board of directors appointed by the Minister responsible. PavCo

operates BC Place and the VCEC.

PROJECT SCOPE AND REQUIREMENTS

The purpose of this Request for Proposal is to invite proposals from qualified Proponents

for the supply and installation of Replacement Seats at BC Place.

This RFP will result in the selection of a company that is capable of obtaining the best

combination of price and schedule to complete the package of work described as

the "Existing Seat Replacement at BC Place".

Upgrades are currently underway at BC Place. The Field of Play area and the bowl will be

affected by ongoing work in the stadium, coordination of deliveries and installation /

removal of seats must be coordinated through the General Contractor PCL Westcoast Inc.

Material delivery is an important factor in this proposal.

Scope of Work

This Request for Proposal requires 40,000 seats to be supplied and installed at BC Place in

late Spring of 2011. The Seats will meet the following specifications:

1) Injection molded plastic with a steel frame.

2) Seat size to be 20" with (see unit rate requests)

3) Gravity hinge on the seat, no springs.

4) Hinged armrest so that it can be moved out of the way.

5) Welded steel cup holder.

6) Custom colors:

a. Color 1: RAL Stone Grey (7030) 30%

b. Color 2: RAL Traffic Red (3020) 30%

c. Color 4: RAL Ruby Red (3003) 20%

d. Color 5: RAL Quartz Grey (7039) 20%

Refer to the attached Seating specification for full and detailed information.

Refer to Seating plans on drawings ADM 103 and ADM 104 for extent of new seating. (Hatched

area on drawing ADM-103 does not require new seating. New seating required on all of

drawing ADM-104).

Schedule of Work

This proposal requires the submission of a schedule outlining the shop drawing, production,

manufacture and installation durations to meet the July 30, 2011 completion date. A latest

order date is requested. All final schedule dates will be coordinated with the PCL

Westcoast Inc. Master schedule at the time of award.

3. PROJECT SCOPE AND REQUIREMENTS

3.1. OVERVIEW

The purpose of this Request for Proposal is to invite proposals from qualified Proponents

for the supply of a "Synthetic Turf Protection System at BC Place".

3.2 Proposal Objective

This RFP will result in the selection of a company that is capable of obtaining the best

combination of price and schedule to complete the package of work described as

the "Synthetic Turf Protection System at BC Place".

Upgrades are currently underway at BC Place. The Field of Play area in this Request for

Proposal will be affected by ongoing work in the stadium. Material delivery is to be an

important factor in this proposal.

3.3 Scope of Work

This Request for Proposal requires 111,000 SF of a "Synthetic Turf Protection System" to be

delivered to BC Place in late May of 2011. The System will incorporate the following:

1) A built-in cable management system integrated within the main protection system.

2) The ability to support up to an 80 Ton Crane.

3) The ability to accept high volumes of vehicle and pedestrian traffic.

4) A design that allows for ease of assembly, disassembly and storage.

5) Recessed edge details and expansion joints as standard details within the main

system. At least one expansion joint running each way on the field will be required.

The successful proponent will work with the Project architect to ensure the "System" fits

within the confines of the recessed field and produces a finish flush with the adjoining

surfaces.
