This is true and is the same argument we used when the Australians were complaining so much. The only problem I have with the system is that the Asian/Oceania playoff seems bound to produce a weak qualifier. What they should do in my opinion is take a few spots from each federation and then have a qualifying tournament with several teams playing for the final spots.

I think Oceania should be qualifying with Asia. Have some kind of preliminaries in Oceania, let NZ and another team get out of there and then introduce them at some point in the Asian qualification process and give Asia/Oceania 4.5 places.

Give Oceania .5 to South America and let's have a Asia/Oceania vs Concacaf for the last spot.

I personally could not care if Gibraltar is in or out, though I think FIFA is arguing that they are not going to let in any countries that are not states recognized by the UN. Which is why Martinique or New Caledonia cannot play FIFA.

On the other hand some UEFA committee has provisionally decided to allow them to play in European competitions, which would be similar to what we see with Martinique in Concacaf.

No question that Spanish pressure on FIFA is hard, Villar is head of the reffing technical committee. No way Spain wants to play against what they consider is a legitimate part of their territory (the long history of treaties is interesting enough, and I am not convinced fully by the Spain political posture). But you have to decide whether, if you let in Gibraltar, you are going to set a precedent and be forced to allow in another dozen regions which are technically still colonies of another nation.

I think it is quite different from the case of Warner, which is a total scandal. The guy has been involved in corrupt activities and FIFA does nothing, it is disgusting. But since Canada, as mentioned on another thread, is in fact one of Warner's better clients lately, we are hardly in a position to say much. Without him we would not have got the World Junior Women and would not be getting the WYC next year. So we are feeding out of his hand, however uncomfortable that might make us.

I love Loyola's idea re: introducing Oceania's top 2 teams (or just the winner).

Should Gibralta be allowed in? If they are recognized as an independent state/country by the United Nations with their own elected (be is democratic or socialist) government then yes, they should be allowed to compete. Closer to home? Same goes for Quebec in my opinion.
