It's been this way for at least the last hour. The pre-game show was supposed to start at 6:30 PDT. I think someone at the TEAM screwed up. The guy hopes to have it sorted out in time for the second half, but he's not sure if they can. Gave some weak excuse about it being the first game of the season. I don't think that the USL is responsible for assigning games, I think that the USSF assigns referees for the pro games in the USA, not sure who assigns for the Canadian games. I suspect to exceed 6,000 there need to be bleachers in the end zone which the 'Caps had last season. For WCQ there were substantially more bleachers than for regular season USL games. What was rather amusing was that at the end of regulation time the PA announcer said there would be two 10 minute overtime periods. There was much discussion and gesticulating between the coaches and referees and in due course the players left the field.
